STEERING KATRINA?
It took several days to program HAARP and prepare the military aircraft needed to protect Texas, Hank noted. “Whatever they were sending out had to have the legs to get out there and back.”

Nearly half a million tons of “angel hair” polymers poured into the storm's rain bands. Cooled down by near-freezing, rapidly rotating rains, the corkscrew-shaped bundles of submicron strands were spun like “silly string” into long strands-effectively “wiring” the storm for HAARP. HAARPIES
Based in Gakona, northeast of Anchorage, Alaska, and jointly operated by the Office of Naval Research and the United States Air Force (which holds Nicola Tesla's energy patents at Wright Patterson AFB in Ohio), the High-Frequency Active Auroral Research Project has been beaming ever-more powerful electromagnetic waves to “steer” the jetstream and alter the ionosphere since 1994.

But as viewzone's Dan Eden explains, “The ionosphere serves as a thin skin, protecting us against high energy particles that regularly stream towards Earth from the Sun. Even a temporary 'hole' or rip in this ion field could result in mutations or death.” [Illinois Leader Oct 12/05; viewzone.com ]

Unlike much smaller civilian research “atmospheric heaters” operating in Arecibo, Puerto Rico; Buenos Aires; Tromsø, Norway; Greece; Vladivostok, Russia; and a former Nazi U-boat base in Antarctica, HAARP can focus one million-times more energy into a narrow steerable beam. Though current power levels are under wraps, a decade ago the project's internal Technical Memorandum 19 foresaw eventual power levels up to ten billion watts. HAARP's powerful beams usually pass through the lower, weather-making Troposphere. But since 1998, and possibly earlier, newspaper accounts of cobweb-like material falling from the sky behind unidentified military aircraft over the USA and Australia appear to confirm that artificial polymers have been sprayed by air force “Weather Force Specialists” to allow this radio-frequency heater to interact with these “tunable” strands. In an email to this reporter, Eastlund confirmed that two Ohio companies manufacture polymers that could be sprayed in the air and “tuned” to HAARP's frequencies to heat the local atmosphere and thereby modify the heat transfers responsible weather. After Environment News Service carried my story on advanced weather modification worldwide, HAARP's inventor Bernard Eastlund wrote ENS saying, “The experiments described by Thomas seem technically feasible. Recent work on polymeric additives for microwave absorption has been done for commercial curing applications so the polymer fibers are available. The heat generation occurs by adding magnetic iron oxide powder to the polymer,” Eastlund added. FREQUON-B-20 and F-5 PPS polymers “are sensitive in the 1-50 MHz regime. Note that the HAARP is between 2 and 10 MHz.”

GETTING A HANDLE ON HURRICANES
“It as all frequency. Everything is waves. Everything is frequency,” Hank reminded me. “If you want to control the entire hurricane, you turn it into something that can grab a hold of and hit it with a standing wave.”

Nuclear engineer, scalar expert and leading Tesla researcher, (Ret) Lt. Col. Thomas Bearden agrees that to steer storms along induced electromagnetic lines of force, “What you do is that you change the frequency. When you use longitudinal [scalar] waves, you get some extraordinary capabilities. As Katrina surged toward Texas, giant CRAY and EMASS computer systems were used to focus HAARP into interacting with the polymers dropped by the C-5As. The result was to anchor a standing electromagnetic wave on the seafloor. As Hank explained it, because precipitation moving fast inside a hurricane changes frequencies that can be tracked with Doppler radar, the polymers that allowed HAARP to tune into those frequencies became handles for the storm to be steered.

“You don't get square turns in nature,” he asserted. “That was a bounce. It was planned, orchestrated bounce. They were playing music to this thing.”


PENCIL PUSHERS
Some scientists scoff at the notion of manipulating storms that expend the same energy as a 10-megaton atomic bomb every 20 minutes. “It would be like trying to move a car with a pea shooter,” argues hydrometeorologist Matthew Kelsch of the National Center for Atmospheric Research in Boulder. “The amount of energy involved in a hurricane is far greater that anything we're going to impart to it.” [AP Sept. 23/05; AP Sept. 23/05]

“How much energy do you need to redirect it? Not a lot,” Hank countered. “Press two broomsticks against each other. They won't move. [But] if you just push at a right angle to where that force is being applied, the two sticks will go flying off at a right angle.”

PROFITEERS
“Asian tsunami relief workers who visited New Orleans over the summer of 2006 were shocked at the lack of recovery,” Bill Quigley wrote in Common Dreams.

But many black neighborhoods remain in shambles. At least 400,000 people have not returned to the metropolitan area of New Orleans, while Blackwater, the corporate mercenary firm using Iraqis for target practice in Baghdad, was handed nearly half-a-million dollars for four men to guard a Baton Rouge morgue for 22 days. Was it coincidence that the CEO of Bechtel Corporation served on President Bush's Export Council? Or that the head CH2Mhill had been appointed by Bush as undersecretary to the US Department of Energy until 2004? Or that Halliburton subsidiary Kellogg, Brown & Root was immediately granted a $30 million contract for Katrina cleanup, while “Vice” President Dick Cheney continued to receive an annual $194,852 in “deferred” pay from the company he formerly headed?

In practice, the Halliburton and $200 million Shaw Group contracts to refloat Louisiana went through the former FEMA head, Joe Allbaugh. The high profile lobbyist, close pal of the president, and former disaster manager served as Bush's campaign manger in 2000. After leaving FEMA in December 2002, Allbaugh has kept busy assuring that reconstruction contracts in both Iraq and Louisiana go to companies that most bountifully bribe the Republican Party. Another big winner in the “urban renewal” from Hurricane Katrina was Flour. With its stock soaring 65% after receiving FEMA contracts, the company that had scored $1.6 billion in unfulfilled reconstruction contracts in Iraq could afford to pay more than $3 million to settle a U.S. government lawsuit charging that the company had overbilled for Hurricane Hugo cleanup work in 1989. A another $8.5 billion went to settle overbilling for other clients. Like Halliburton, Shaw, and CH2M Hill, Flour is major Republican donor. [www.citizenworks.org]

“How did a company that did not own a truck get a contract for debris removal worth hundreds of millions of dollars?” asked Quigley. “How did a company that filed for bankruptcy the year before and was not licensed to build trailers get a $200 million contract for trailers?” [commondreams.org]

As Corpwatch reported, enjoying open-ended “indefinite delivery, indefinite quantity” contracts to squeeze out local companies and collect “cost-plus” profits on every cent they overspend, "Many of the same 'disaster profiteers' and government agencies that mishandled the reconstruction of Afghanistan and Iraq are responsible for the failure of 'reconstruction' of the Gulf Coast region.
